Meet Our Management Team

Chris Liu, Director

Chris LiuChris Liu has been director of Enterprise Services since June 1, 2013. Prior to that, he was the director of the Washington State Office of Minority and Women's Business Enterprises, an agency charged with helping under-used businesses to get contracts with state and local agencies and schools.

Prior to that, Liu directed retail services for the state Liquor Control Board. He also headed up the Washington Lottery for five years beginning in April 2005.

Previous to government service, Liu had a 30-year career in corporate executive positions.

He earned a bachelor’s of science in business marketing from the University of Hawaii, his native state. As the son of a military father, Liu has lived in Argentina, Brazil, China, Germany, Canada, Spain, and Italy, as well as other parts of the United States. In addition to English, Liu speaks Spanish, Portuguese and Mandarin Chinese.

He is a Navy veteran. He also holds a private pilot's certificate and is an avid outdoor enthusiast.

Lynne McGuire, Deputy Director

Lynne McGuireLynne McGuire’s experience across a variety of public programs and the private sector will serve her well as a Deputy Director for Enterprise Services.

Her background covers finance, budgeting, information technology and more. She most recently served as Chief Information Officer for the Office of Financial Management (OFM) where she was responsible for all information technology services.

Prior to this, she served as Senior Budget Assistant to the governor for budget operations, developing enterprise systems and processes for budgeting and performance measures. Lynne has also worked as a management consultant, lending guidance on revamping programs and their operating systems to improve information gathering and performance.

She earned a Governor’s Leadership in Management Award in 2009 while serving with OFM and a previous Distinguished Management Leadership Award in 1988 during her tenure overseeing accounting and budgeting activity for six programs at the Department of General Administration.

She also served as a member of the Olympia Planning Commission from 1995 to 1999. Lynne earned a master’s degree in public affairs from the University of Texas at Austin and a bachelor’s degree in business administration from Pacific Lutheran University.

Lynne lives in Olympia with her husband and daughter, puttering in the garden whenever possible.

Bob Covington, Deputy Director

Bob CovingtonBob Covington comes to Enterprise Services from the Washington State Department of Transportation (WSDOT), where he served as the Director of Accounting and Financial Services. He holds a degree in accounting from Saint Martin's University.

Covington's 16 years of senior management experience will be an asset to our agency. His background demonstrates a solid commitment to enterprise and shared services. He has served as the project director of the ProviderOne Project and as a business sponsor for the Time, Leave and Attendance Project.

Covington is experienced as a management consultant in public and private sector organizations, and played key leadership roles in complex business operations at WSDOT, the Washington State Department of Social and Health Services and the United States Air Force.

He lives in Olympia with his wife and sons.
