Joyce Turner, Director
Joyce Turner has served as director of the Department of Enterprise Services since its inception in October 2011. Prior to her appointment, she served as the director of the former Department of General Administration.
Her previous experience includes serving as the deputy chief of staff for former Governor Chris Gregoire from 2007 until her appointment to General Administration in 2010.
Turner has also served as transition director and acting director for the Department of Early Learning.
Her background in state government includes service with four governors in a variety of positions. She began her career in state government in the House of Representatives then moved to the Governor's Office. She started her own government relations consulting business from 1994 to 1997.
Turner returned to state government in 1997 working again for the Governor's Office and eventually moving to the Office of Financial Management, where she took a position that resulted in several opportunities to learn about other agencies. This included time as acting deputy director for the Department of Information Services.
Turner has also been active in the community as a volunteer and leader with the Board of Directors for the YMCA of South Sound, the Thurston County United Way and the Olympia Child Care Center. She was a founding member of TVW, the Washington public affairs network.
She is a graduate of Gonzaga University. She lives in Olympia with her husband.
Jane Rushford, Deputy Director
Jane Rushford has more than 25 years of executive and legislative branch experience. She also served as Senior Policy Advisor for the Commissioner of Public Lands and co-owned a small consulting company focused on political communication. She most recently served as the acting director for the Department of General Administration.
Her second term of service at GA began in 2005 when she managed customer and external relations. She became deputy director in 2009, overseeing many of GA’s key services, including leasing, legislative programming, visitor services, customer relations and communications. She earned a Governor’s Leadership in Management Award in 2009, a Governor’s Award for State and Community Partnerships in 2006, and a Commissioner of Public Lands Award in 2000 while serving at the Department of Natural Resources.
In addition to GA and Natural Resources, she has worked for the State Library, the departments of Social and Health Services and Personnel, and the House of Representatives.
She recently completed a three-year term on the Foundation Board of Governors for The Evergreen State College and has been active in community organizations, including Girl Scouts of Western Washington and other non-profit groups.
Jane is a graduate of Eastern Illinois University and lives in Olympia.
Lynne McGuire, Deputy Director
Lynne McGuire’s experience across a variety of public programs and the private sector will serve her well as a Deputy Director for Enterprise Services.
Her background covers finance, budgeting, information technology and more. She most recently served as Chief Information Officer for the Office of Financial Management (OFM) where she was responsible for all information technology services.
Prior to this, she served as Senior Budget Assistant to the governor for budget operations, developing enterprise systems and processes for budgeting and performance measures. Lynne has also worked as a management consultant, lending guidance on revamping programs and their operating systems to improve information gathering and performance.
She earned a Governor’s Leadership in Management Award in 2009 while serving with OFM and a previous Distinguished Management Leadership Award in 1988 during her tenure overseeing accounting and budgeting activity for six programs at the Department of General Administration.
She also served as a member of the Olympia Planning Commission from 1995 to 1999. Lynne earned a master’s degree in public affairs from the University of Texas at Austin and a bachelor’s degree in business administration from Pacific Lutheran University.
Lynne lives in Olympia with her husband and daughter, puttering in the garden whenever possible.
