Competitive Contracting

Background

The 2002 Legislature approved the Personnel Reform Act for Washington. The act authorizes competitive contracting within state government.

Competitive contracting gives state agencies the option to determine if contracting for services will save money and boost efficiencies. A process is written into the Personnel Reform Act to help guide agencies through competitive contracting.

On September 15, 2009, the Court of Appeals Division II ruled that the then Department of General Administration (GA) exceeded its rulemaking authority in regard to parts of WAC 236-51. GA issued an interpretive and policy statement providing guidance until the rules are updated. See WSR 10-07-155.

Consultation and Process Advice

DES is ready to assist agencies with all aspects of the competitive contracting process. In addition, a department, agency, or institution of higher education may contract with DES to conduct the bidding process.
