Department of Enterprise Services seeking public comment on proposed rule for enforceable parking restrictions on the Capitol Campus, with an emphasis on Deschutes Parkway

The Department of Enterprise Services (DES) is continuing a rulemaking effort to adopt enforceable parking restrictions on the Capitol Campus, with an emphasis on Deschutes Parkway, that began in November 2019.

DES is seeking public comment through Jan. 8, 2021 on proposed updates to WAC 200-200 that focus on clarifying DES authority and definitions. DES is also sharing an implementation framework for feedback. The framework includes initial activities like posting signs with parking hours as well as ongoing activities like education and active management.

When the rulemaking process began, DES was also addressing issues with overnight and extended parking on Deschutes Parkway affecting public health, safety and the environment.

Active management of the roadway continues. Overnight and extended parking is not currently occurring.
