New parking hours going into effect along Deschutes Parkway this week

DES implementing changes after adopting updates to Capitol Campus parking rules

Following a process to adopt enforceable restrictions on parking on the Capitol Campus, with an emphasis on Deschutes Parkway, the Department of Enterprise Services (DES) is implementing changes to parking hours for Deschutes Parkway.

Parking will not be allowed between 11 p.m. and 4 a.m. along paved areas of the roadway. A grass and gravel area along Percival Creek will remain closed to parking.

Next steps

  • Active management of Deschutes Parkway has been ongoing and will continue.
  • DES is working to post signs with the new parking hours.
  • Washington State Patrol (WSP) will focus on education, including verbal and written warnings when possible, before issuing parking infractions.

Rulemaking background

DES greatly appreciates the feedback received during the rulemaking process. Public comment was helpful in bringing further clarity to campus parking and traffic regulations (WAC 200-200). The rule update focused on clarifying DES authority and definitions.

DES also shared an implementation framework for public comment. Implementation is separate from the rule update. Feedback was helpful in refining communication needs and other elements of implementation planning.

Rulemaking began Nov. 6, 2019 and concluded Feb. 19, 2021. When the process began DES was addressing issues with overnight and extended parking on Deschutes Parkway affecting public health, safety and the environment. Overnight and extended parking is not currently occurring.
