Fuel Contracts


Enterprise Services has multiple Master Contracts available to Washington State agencies for the purchase of fuel and related goods. For ease of customer use this webpage includes basic information on the current fuel Master Contracts. Since fuel is a critical operational need for Washington State agencies, Enterprise Services is committed to open communication and collaboration to design a procurement solution that creates value. We are focused on providing the right products for the right price with outstanding performance.

Current Focus:

  • Products: carbon fuels (gasoline, diesel, dyed diesel) and low carbon fuels (biodiesel, renewable).
  • Price: Leverage our states purchasing power to get better pricing (not daily market prices), Include value-added features to decrease transaction & administrative costs (fuel dashboard – electronic invoices, fuel prices posted, reporting)
  • Performance: Contractor Reliability, Solving Unique/Operational Issues (e.g., security clearances, unmanned tanks)

This Master Contract is for the on-going replenishment of state's network of gasoline, heating oil, diesel (including biodiesel), and other fuels. Deliveries may be either bulk fuel orders or keep full/will-call with Contractors from each designated region.

Bulk Fuel: orders of 8,000 gallons or more

Keep Full/Will-Call: orders of less than 8,000 gallons

This Master Contract is for marine refueling and includes the purchase of fuels delivered by Truck-to-Vessel, Pier-to-Vessel and Vessel-to-Vessel. This contract covers mobile marine refueling services only and complies with a newly-enacted environmental rule designed to reduce the risk of spills in marine environments.

Delivery: minimum. 40,000 usg for vessel and 3,500 usg for truck and trailer.

Aviation Fuel - Olympia Airport 03318

Master Contract to supply aviation fuel (avgas 100LL and Jet A) from vendor's fuel truck directly to state agency and political subdivision aircraft at the Olympia Airport. There are no minimum requirements for orders under this contract. Standard delivery and self service options are available for Avgas 100LL.

This Master Contract is for industrial and commercial propane, auto gas (LPG), parts and service. Deliveries may be routinely scheduled, keep full programs, or for emergency purposes from Contractors in the designated regions. Pricing is based on an average of three OPIS indexes (Anacortes, WA; Tacoma, WA; Portland, OR).

This Master Contract is for Lubricants and Diesel Exhaust Fluid. Contractors on this contract represent a variety of lubricant manufacturers to meet agency needs. Contractors provide discounts off of the list price as detailed in the pricing information.
