Important Dates

Dec. 31

  • Due date for agencies that file annual/monthly DOR Use Tax.

Jan. 3

  • Accounts Payable resumes making payments. Payments are on hold for year-end 1099 processing.

Jan. 7

  • 2021 IRS 1099-MISC upload deadline.
  • To reflect in your agency's December monthly financial statements, all invoices and travel reimbursement requests are due to Accounts Payable.

Jan. 10

  • 2022 Legislative Session begins.

Jan. 31

  • 2021 W-2s will be mailed.
  • Annual sick leave buy-out form is due.

Feb. 11

  • Updated compensation data for 2023-25 calculations for collective bargaining and budget development are due. Your DES Budget Analyst will be working with you soon to gather information.

Governor's proposed budgets released

Governor Inslee released his proposed 2022 Supplemental.

Budget information may be found on the OFM Budget Site or OFM Home.

Budget data has been released through the Agency Budget System (ABS), Enterprise Reporting (ER) and the Capital Budget System (CBS).

Update of Agency Compensation Data for 2023-25

With the start of a new biennium, the Office of Financial Management (OFM) State Human Resources and Budget divisions are gearing up to collect compensation data for the 2023-25 collective bargaining process that begins in March 2022 and for budget development later that year.

Your DES Budget Analyst will be working with you to update your SPS (general government) data for submittal to OFM. This data will be used for preliminary calculations due February 11. You will have an opportunity in May 2022 to adjust your data for any changes made in the 2022 supplemental budget

Electronic IRS Form W-2 Project

OFM has completed the first phase of this project to allow employees to view their W-2 electronically!

Current goals:

  • 2021 Forms W-2
  • Allow employees to view a pdf version in MyPortal.
  • Current goal is by mid-January 2022.
  • Paper copies will still be mailed to all employees.
  • 2022 Forms W-2
  • Allow employees who opt in to view the Form electronically.
  • Employees who opt in will not receive a paper W-2 in the mail. Per IRS rules, employees must opt in to go fully electronic.
  • Employees who do not opt in will receive a paper W-2 in the mail.

Payroll Reminders

  • 2021 W-2s will be mailed by Jan. 31 and should be received by mid-February.
  • Update your address: Have you moved? Now is a good time to update your address. Update your address in My Portal or send an email to the Human Resources office.
  • Annual sick leave buy-out reports should be out in mid-January. The signed form is due back to DES Payroll by Jan. 31 and will be processed on the Feb. 10 paycheck.

Leave donations to/from another agency affect your budget

Often employees have excess leave that they may never use or actually lose on their anniversary date. Donating excess leave to other state employees in need and who qualify for shared leave donations is common.

But did you know... leave donations can affect your budget?

  • If an employee donates leave, the hours AND the monetary value of those hours transfer.
  • If an employee is donating to an employee within the same agency, there is no impact on the agency's budget except possibly between the agency's program budgets.
  • If an employee is donating to another agency's employee, the budget of the giving agency is decreased by the monetary value of the leave being donated -- and the gaining agency's budget is increased.

Before approving an employee's leave donation to an employee at another agency, check with your DES budget analyst to see that your agency's budget can afford the decrease/expenditure.

Did you know? Your DES financial support team consists of ALL of our SAFS team members. Even though you may work with specific SAFS members regularly, other SAFS members often step in to assist and provide continuity of services. We would like you to know about our whole SAFS team. Sarah Parker has accepted a position with a private accounting firm. She has been instrumental in so many process improvements over the past six years. We are sad to see Sarah leave DES, but are excited for her to start her new adventure. Please join us in congratulating and saying goodbye to Sarah. She will be missed!

We are excited to announce that Ian Shelley has accepted our FA5 position (Sarah's position). He has been a valuable team member as a lead analyst with AP for 2 years. His leadership, thoughtfulness, and attention for the details will continue to serve the team well in his new role as supervisor. Please join us in congratulating Ian!
