Section D, steps 1-5 of the policy state that it does not apply “1. to purchases from DES Statewide Contracts or DES approved cooperative contracts . . . [2.] to Emergency Purchases . . . [3.] to any competitively procured contracts if application of the Policy would cause a violation of the applicable terms of any international trade agreement to which the State of Washington is subject . . . [4.] to any competitively procured contracts that utilize federal funds if application of the Policy would violate any federal laws or risk the loss of any federal funding.” Agencies may also request an exception to the policy.
