Shared Leave Pools
State employees, if qualified, may have access to programs knows as shared leave pools. Shared leave pools are administered by a named agency or agencies. Below is a list of shared leave pools available.
- Washington State Uniformed Service Shared Leave Pool (USSLP)
Washington State Uniformed Service Shared Leave Pool (USSLP) was created so that state employees who are called to service in the uniformed services will be able to maintain a level of compensation and employee benefits consistent with the amount they would have received had they remained in active state service.
The pool was also created to allow general government and higher education employees to voluntarily donate their leave to be used by any eligible employee who has been called to service in the uniformed services. The Military Department, in consultation with the Office of Financial Management, is responsible for administering the USSLP.
- Veterans In-State Service Shared Leave Pool (VISSLP)
An employee may voluntarily donate leave for:
- A veteran to attend medical appointments or treatments for a service connected injury or disability.
- An employee’s spouse is a veteran who requires assistance while attending medical appointments or treatments for a service connected injury or disability per RCW 41.04.
An employee is eligible to receive shared leave from the VISSLP if the employee is:
- A current member of the uniformed services or is a veteran as defined under RCW 41.04.005 and is attending medical appointments or treatments for a service connected injury or disability.
- A spouse of a current member of the uniformed service or a veteran as defined under RCW 41.04.005 and who is attending medical appointments or treatment for a service connected injury or disability and requires assistance while attending the appointment or treatment.
The Department of Veteran Affairs is responsible for Administering the VISSLP.
- Foster Parent Shared Leave Pool (FPSLP)
The purpose of the Foster Parent Shared Leave Pool (FPSLP) is to allow any state employee to voluntarily donate their leave to be used as shared leave for any eligible state employee who is a licensed foster parent pursuant to RCW 74.15.040 and is caring for a foster child or is preparing to care for a foster child in their home.
The Foster Parent Shared Leave Pool is administered by the Department of Children, Youth, and Families (DCYF).
- Sick Leave Pool
The purpose of a Sick Leave Pool is to allow general government state employees, within an agency, to pool sick leave to be used by participating employees who have a personal illness, accident, or injury. Sick leave contributed to a sick leave pool will be deducted from the contributing employee's sick leave balance.
