Contractors to unveil designs for new campus building on March 19

On March 19, three teams of architectural design and construction professionals will present to the public their proposals for a new state-owned office building planned for the block at 1063 S. Capitol Way in Olympia.

The Department of Enterprise Services will host an open house about the 1063 Block Replacement Project on Wednesday, March 19 from 6 to 9 p.m. at the Office Building 2 (OB-2) auditorium, 1115 Washington Street SE in Olympia.

The project — initiated by the 2013 Washington Legislature — calls for the demolition of the existing state-owned building at 1063 S. Capitol Way and the parking garage to the west of it. The current structures will be replaced with a new 220,000-square foot office building.

The purpose of the project is to:

  • Replace an 80-year-old office building and 60-year-old parking garage that are near the end of their useful life.
  • Construct a state-owned facility that is also a model of high-performance and energy efficiency.
  • Establish an efficient office building for the Washington State Patrol and several legislative agencies including the Joint Legislative Audit & Review Committee.
  • Improve the gateway to the state's Capitol Campus.

In November 2013, Enterprise Services selected three design-build team finalists for the project as part of a two-stage competition:

  • Hoffman Construction of Portland, Belay Architecture of Tacoma and GBD Architects of Portland.
  • Mortenson Construction Company of Minneapolis with a regional office in Kirkland and SRG Partnership Inc. of Portland with a regional office in Seattle.
  • Sellen Construction Company of Seattle and ZGF Architects of Portland with an office in Seattle.

For part two of the competition, the three teams developed schematic designs of a new proposed building. Each team submitted the proposals to the state on Feb. 20. A committee of public and private professionals will review the proposals and select an apparent winning design-build team in late March.
